OVERVIEW

The Project Manager – Coastal Engineer will lead the delivery of our current federal water resource program, leverage our national reputation and expertise, and further grow our federal water market share.

SUPERVISORY RESPONSIBILITIES

The Project Manager is responsible for the overall quality and timeliness of the work of all engineering personnel assigned to the project including the coordination of the discipline leads, Project Engineers and Project Leads. PM is also responsible for the personnel in engineering support groups performing procurement functions and tracking cost, progress and schedule.

EDUCATION

Normally requires a 4-year BS degree in engineering and registration as a licensed professional engineer.

PMP certification preferred

QUALIFICATIONS AND EXPERIENCE

12+ years of engineering and civil works experience related to coastal and inland flood risk management/resilience. Experience managing multi-disciplinary teams. Demonstrated technical and analytical skills in designing flood control projects. Client-facing experience with a range of federal (USACE, FEMA), state (GLO, TXDOT), and local (HCFCD, City of Houston) agencies in the Houston area and a working knowledge of their leadership, staffing, mission, and policies. Design/build experience preferred

TYPICAL DUTIES AND RESPONSIBILITIES

  • Managing and serving as the lead Project Manager on for federal, state and local government-funded projects tied to the USACE flood risk reduction program that includes the USACE and related local-sponsor agencies’ coastal protection programs.
  • Providing technical guidance, senior leadership, and mentoring engineering staff to enhance our water services design capabilities.
  • Being responsible for scope, schedule, budget development, monitoring and adherence for projects managed.
  • Completing Quality Assurance/Quality Control of key deliverables and assisting on projects managed by others in the office.
  • Assisting Client Service Leaders with technical marketing meeting clients.
  • Participation in professional societies relevant to the industry.
  • Building and maintaining positive working relationships with key decision makers in our clients’ organizations.
  • Leading business development, client engagement, client service management, and strategic marketing for multiple municipal clients
  • Manage flood risk and stormwater resource programs which includes oversight of project execution for key, strategic projects.
  • Provide technical leadership in strategic planning, engineering and design of complex and resilient flood risk management projects, flood mitigation projects following disasters, ecosystem restoration, sustainable and resilient infrastructure design, green infrastructure (GI), and stormwater best management practice (BMP) design. This requires the ability to conceptualize and promote innovative solutions to complex problems.

SKILLS AND ABILITIES
  • Experience working with project management methodology including budget development, project planning.
  • Significant experience working with project management methodology including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices.
  • Demonstrates excellent communication skills both verbal and written.
  • Possesses deep knowledge of project goals, drivers, strategies, risks and opportunities.
  • Demonstrates exceptional interpersonal and presentation skills for interacting with team members and clients.
  • Ability to interact with many people and process a large volume of requests as necessary.
LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Job success often hinges upon interpersonal communication and relationship development skills, and job tasks require frequent interchange and successful completion depends in large part upon effective interaction and communication with others.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as cost and schedule risk analysis and estimating techniques such as ICARUS.

PHYSICAL DEMANDS

Normal work environment will be a business office with moderate noise. Occasionally, will conduct or participate in field trips to existing plants. This requires the ability to stand, walk, reach, climb and balance. Lifting of 25 pounds may be required.

WORK ENVIRONMENT

Normal work environment will be a business office with moderate noise. Occasionally, will be required to work in an operating plant or at a construction site. This may require exposure to outdoor weather conditions, loud noise, work near moving mechanical parts, electrical energy, construction equipment, vibration, fumes, chemicals and airborne particles.
